Background

Born in Moscow on March 18, 1968. In 1992 he graduated from the Economics Faculty of Moscow State University.

In July 1990, Delyagin was among the expert group of advisers on the economy at the chairman of the Supreme Soviet of the RSFSR. He held this position until the end of 1991. At the same time was an economic analyst at the unit of Alexander Livshits, the Assistant Russian President on economic issues.

In 1992, Delyagin was the main expert advisory group on Economy under the Russian President. In 1993, he also led a group of environmental issues and served as head of the Economic Department of the Administration of the President of the analytical center.

In 1993, Delyagin was elected vice-president of "Cominvest Ltd" company.

In 1994 he became the chief analyst of the Analytical Center under the Russian President. In March 1996, Delyagin joined the expert group at the service of the President of assistants. This group was formed by Georgy Satarov for the development of the electoral documents for Boris Yeltsin`s team. In October 1996, Delyagin was the referent Assistant to the President of Russia in the economy.

In March 1997, Delyagin was appointed Assistant Deputy Chairman of the RF Government – Minister of Internal Affairs Anatoly Kulikov. In October (according to other sources – in June) 1997 Delyagin was appointed adviser to the first deputy head of the Russian government on economic issues, Boris Nemtsov. Delyagin, a position he held until July 1998 (according to other sources, he was fired the day before the default of August 17, 1998).

In 1998 he defended his thesis Delyagin, becoming a doctor of economic sciences.

In August 1998, Delyagin founded the Institute of Globalization Problems (IPROG) and became its director. In March 2002, he resigned to become chairman of the Presidium – scientific director IPROG.

In October 1998, Delyagin was appointed economic adviser to the First Deputy Chairman of the Russian Government Yuri Maslyukova and May to July 1999 he was deputy head of the secretariat Aksenenko.

In the spring of 1999, Delyagin was appointed one of the deputy chairman of the Central Council of the All-Russian political movement "Spiritual Heritage" (the movement led by Alexey Padbyarozkin). In August 1999, he became an adviser Delyagin leader of the movement "Fatherland – All Russia" (OVR) Yevgeny Primakov in January – his assistant.

In November 2001, Mosgorizbirkom Delyagin registered as a candidate in elections to the Moscow City Duma, but in December, Delyagin was suspended from participation in the election of "vote buying". According to the most Delyagin, the reason for the withdrawal of his candidacy was the accrual of dividends on his shares of "Gazprom", as he did not know the account opened without his knowledge. Delyagin tried to challenge the decision of the Moscow City Court to the Supreme Court, but to no avail.

March 7, 2002 Delyagin was appointed advisor to Prime Minister Mikhail Kasyanov on Macroeconomics Russia.

In August 2003, Delyagin resigned from government service and became chairman of the board of trustees of the Institute of Globalization Problems.

In April 2004, he joined the party "Motherland", which is a leader at the time was Dmitry Rogozin. In the game, Delyagin was member of political council presidium, chairman of the program committee. In July 2004, Delyagin was the coordinator of the group "Citizens referendum".

July 10, 2006 Delyaginbyl expelled from the party "Motherland". According to the press service of the party, the decision was taken "in respect of acts that discredit the party and damaging its reputation." Delyagin also argued that its exclusion is due the fact that he had violated the ban on participation in the conference "Other Russia" (forum of the opposition forces, held on 11-12 July 2006 in anticipation of the "Big Eight" summit).

On June 13, during a press conference Delyagin said that the leadership of "Homeland" by banning party members participate in the conference, follow the instructions of the Presidential Administration of Russia. He appealed to party members calling for an extraordinary congress and to exclude from their ranks the leader of "Motherland" Babakov and his supporters.

Delyagin was made the head of the team of authors of the book "The practice of globalization: the game and the rules of a new era" (2000). He – the author of more than seven hundred papers published in Russia and abroad, seven books, of which the best known are "Economy of non-payments" (1997), "The ideology of rebirth" (2000), "The World Crisis General Theory of Globalization." Following the Russian-American dispute in the U.N. Security Council regarding the investigation into the chemical attacks in Syria, Russian political analyst and economist Mikhail Delyagin accused the U.S. of responsibility for the attacks, calling it a "major terrorist." Speaking on a Channel 1 Russian TV talk show on January 24, Delyagin continued by saying that the U.S. acts like a dog and should be beaten like a dog.

They are busy issuing visas and so on. Well done, guys! Keep at it. An ambassador is a symbol of the relations [between two countries]. We have no problem with this. But as for all the rest – go home, guys! If you show that you are a hostile state, not only to us but to common sense – guys, go home.

Mikhail Delyagin: "Of course! There are 106 billion dollars [of Russian investments] in the U.S. We're just sitting and waiting until they freeze them, like they did to Kazakhstan. They lifted the freeze for Kazakhstan yesterday, but they won't do that for us."

The famous Russian economist Mikhail Delyagin, who presented his vision of the future image of our country, made the keynote speech. He spoke of the transformation of humanity, bearing in mind the present, which we do not see.

— The usual rules and laws in today's life are less applicable or even ceased to function. Living in the information society, we still do not realize what it is and how to swim in it. One thing is obvious: before us is the New World, the new rules of which are being created right now, – Mikhail Gennadievich believes.

The economist called the new state a "global crisis", where the main thing is not logical knowledge, but imaginative (creative) thinking, not industrial technologies ("Production degrades!"), But information, not a change in the environment, but a change in one's own perception. And this is the most difficult, because if the education system used to set up specific knowledge and skills, then it is impossible to teach figurative thinking.

Social transformation manifests itself in the transition from interests to emotions, from logical discoveries to insights, and in politics from parties and clubs to sects of interest. Experts noted that in the information age, "eccentrics" are easier to find each other, and now whole corporations are focused on this – to seek out and unite "oddballs" developing the world. At the same time, managing creative people is undoubtedly much more difficult than logics.

In the age of super productivity of information technologies, the problem of "superfluous people" is revealed as never before, and money is losing value, giving way to technologies that give rise to a new social infrastructure.

Speaking about the advantages of Russia in this period, M. Delyagin noted, strangely enough, the economy of cost reduction that is well known to our country, as well as the availability of closing technologies that reduce the need for resources.
